The procurement shall be conducted under the Balochistan Public Procurement Rules, 2014.Eligibility of Consultants:
Completion of at least one assignment of similar nature and complexity. Turnover of at least PKR 20,000,000 during the three consecutive preceding years. Registration with FBR for Income Tax and presence on the Active Taxpayers List (ATL). Valid Balochistan Revenue Authority (BRA) registration certificate. Valid PEC/PCAD registration, as applicable. The firm/JV must not be currently blacklisted by any procuring agency or authority in Pakistan. The consultant shall have successfully undertaken commercial shrimp farming and shall provide Aquaculture Product Traceability Certificates issued by a government entity.Procurement Procedure:
Single Stage – Two Envelope Bidding Procedure.
Bid Security:
The proposal must be accompanied by bid security equal to 2% of the estimated cost, in favour of the undersigned, issued by a scheduled bank.
Opening of Financial Proposals:
Financial proposals shall be opened only for consultants whose technical proposals are evaluated and approved.
Selection Method:
Consultants shall be selected in accordance with the evaluation method and criteria specified in the Data Sheet of the RFP document.
Late/Incomplete Proposals:
Incomplete proposals or proposals received after the prescribed deadline shall not be considered.
